Update:- The following information regarding the Board's attitude were published today at 1.30 pm and the same has been confirmed by All India Superintendent's Federation at 3.50 pm on their blog CENGO INDIA. This is in conformity of our tireless efforts & reliability on sources.
Dear Comrades,
Many of our colleagues are in
receipt copy of final report of Committee of Operational & reorganization
Issues for Cadre Restructuring-2013, being implemented shortly & secretly
by IRS lobby for sake of only IRS lobby.
The report of the said Committee in
r/o Jaipur Zone is as under:-
1. The methodology for reorganization of Commissionerates has
been stated based on Tax Payer and Revenue Collection as per NSDL data.
2. The sizes of reorganized Commissionerates are classified as
FAT, NORMAL &, LEAN and staffing norms has also been recommended
accordingly.
3. There will be three (3) CE Commissionerates in Jaipur Zone
at Jaipur, Alwer & Udaipur. The earlier proposed CE Commissionerate at
Jodhpur has been rejected by the said Committee.
4. The voice of the Association for CE Audit Commissionerate in
Rajasthan has been accepted by the Committee in the category of FAT
Commissionerate.
5. The voice of the Association regarding workload in CE
formation, especially for Service Tax formation has been partially accepted by
the Committee proposing two (2) additional Divisions in Jaipur Zone for extra
workload.
6. The demand for creation of new Customs Commissionerate OR
additional posts for increased Customs formations has not been considered by the
Committee despite of all out efforts. The existing Customs (P) Commissionerate
in Rajasthan will function as such, without any change.
7. The staffing norms for FAT, Normal &, Lean Commissionerate
is confidential matter for executive cadres.
However, efforts of the Association
team have been acknowledged by the Committee in report, but not considered
judiciously & favorably. The findings of the Committee are reproduced
below:-
“Zonal
Proposal: There is also a proposal from Chief Commissioner, Central Excise,
Jaipur for creation of a separate Customs Commissionerate in Rajasthan for
handling assessment functions of air cargo and ICDs”
“Committee
Recommendation: Based on workload factors, the
Committee did not agree with the zonal proposal for a separate Customs
Commissionerate at Ludhiana, as the workload in Amritsar Commissionerate would
be drastically reduced……. Similarly, the Committee is not in favour of creation
of a separate Customs Commissionerate at Jaipur in terms of existing workload
and future growth potential.
Present status of CR V/s Secret game of IRS lobby:-
As per reliable sources:-
1. The jurisdiction and sanctioned strength of reorganized have
been finalized. The existing regional disparity in promotion of our Cadre will
be increased during implementation of CR due to confidential proposal for reducing
year of qualifying service from 8 to 2 or 3 years that is why that the Board
authorities are even not ready to discuss on the same with the recognized
Association/Federation looking into dissatisfaction of executive officers of
stagnated/dispirited Zones.
2. All Notifications are ready in all respect, but DPC proceedings
for promotion of Chief Commissioners to Principal Chief Commissioners are under
process confidentially.
3. The awaited Notifications and promotion order of the
Principal Chief Commissioners will be issued simultaneously.
4. The Board least bothered for promotions & career of the
executive officers and want to complete promotion proceedings of IRS lobby
without any hurdle/litigation.
Friends –
(1) We are still doing our
all out efforts for additional sanction against increased formations &
workload in our Customs (Prev) Commissionerate.
(2) We
are still waiting for response of our All India Federation. As per resolution
passed in meeting of 22nd March, 2014, Comrade Abhay Singh, General
Secretary has consulted with many learned Counsels for all India seniority i.e.
the REAL JUSTICE. The documents of case are under process therefore, the
committed colleagues are again requested to extend their committed cooperation
to him at the earliest.
(3) An early action for natural
justice with the Cadre is the need for the hour.
