The Commissioner's statement & Media's support on our demands

The views/decision of Committees & Board is yet to be confirmed in coming days so please don't be assured about numbers of Commissionerates or Posts. Our main demand is removal of regional disparity by implementation of All India Seniority for the real justice. Please remain united & ready for agitation if the justice is denied by the Board.

Bitter Truth, but Efforts Continues:-

 
Dear Comrades.   .... We are receiving many calls, mails & sms from colleagues to know possible number of posts for promotion to the grade of Superintendent during implementation of the Cadre Restructuring.
 
First of all, all out efforts for equity & justice are still under progress and the Association team is fond hope of positive results on the basis of your united & valuable support, but we are not in a position to publish exact numbers of posts for promotion to the grade of Superintendent in Rajasthan.

Our main demand is implementation of all India seniority in compliance of judgment of the Hon’ble Supreme Court for removal of regional disparity/stagnation of our cadre. The base cadre seniority is a part of this demand and the same is also a main demand of All India Federation of Superintendents. This issue is under active consideration by the DG (HRD) as year-wise position/data of Inspector/Examiner/Preventive Officer has already been obtained from all Cadre Controlling Authorities for necessary action/decision. A meeting of our All India Federation is also expected with the top brass of CBEC before final decision. Though, our All India Federation is dealing with this main demand, but it is an admitted fact by the Federation that Rajasthan Circle is extending its best possible contribution by all means.
 
Dear Friends – This demand is relating with the real justice therefore, there is no need for any calculation of Superintendent’s post if the same is accepted by the Board.

 As you are aware that existing 2 CE Commissionerates are proposed for reorganization into 4 CE Commissionerate. We have also raised following demands with reasoned submissions, which are also under consideration before the Board/Committees after judicious & favorable recommendations by the respective Commissioners and the Cadre Controlling Chief Commissioner (JZ):-
 
1.   Creation of Service Tax Commissionerate in Rajasthan,
2.   Creation of additional Customs Commissionerate in Rajasthan, and
3.   Allocation of Audit Commissionerate in CE (Jaipur Zone).

During 2nd round discussion, the Board authorities assured that Audit Commissionerate will not be curtailed from CE (JZ) during implementation of CR therefore, we may hope for the same with 80 posts of Superintendent*.
 
It has also been gathered from the reliable sources that staffing norms of 80 Superintendents in each CE Commissionerate is going to be reduced to 50 only. Thus, promotional avenues for Inspectors of Rajasthan are not good if our genuine & justified demands are not accepted by the Board.  Since fate of other demands not known till date and if justice is denied by the Board even after recommendations of the Cadre Controlling Authority, the calculation of posts for promotion to the grade of Superintendent will only be as under:-
 
1.        4 CE Commissionerate              : 4X50= 200
 2.         1 CE Audit Commissionerate      : 1X80= 80 (if assurance results in result)*
3.        1 Customs (P) Commissionerate: 1X80= 80
4.         Commissioner (Appeals)           : 2X1 =  2
5.        O/o the CC                               : 1X1 =  1

Total revised sanction                                       =363
Total existing sanctioned strength & working =278
Number of possible posts for promotion          =85 (363-278)

On the basis of above calculation all Inspectors upto batch of 1993 will not be promoted to the grade of Superintendent as a result of Cadre Restructuring, even after completion of 21 years service whereas eligible Inspectors will not be available for promotion in some of the Zones.
 
If so happened, there will be no option except to adopt the line of agitation for the justice therefore, all of you are once again requested that we should be united & ready to fight for the justice…….ABHI NAHI TO……KABHI NAHI…

Ray of Hope - *positive news*

Dear Comrades - Good morning & wish you & your family a very Happy MAKAR SAKRANTI.
 
As you have already been appraised that on the basis of personal relation, on 10th January, 2014 we succeeded in obtaining time for meeting from busy schedule of competent authorities of the Board/Committees and on the basis of our reasoned submissions the authorities had assured for judicious & favorable action that is why that yesterday the Board has asked the Cadre Controlling Authority Chief Commissioner  to send detail proposal for additional Customs Commissionerate in Rajasthan. We are already very thankful to the CC for having judicious & positive approach on problems of our Cadre since from beginning therefore, I fond hope the required proposal will be sent on 15th January, 2014 on the basis of detailed facts of our representations.
 
In view of above, it appears that our tireless efforts, working & Media's continuous support are resulting in positive response. Our few colleague are of different opinion/stand, therefore, your mandate/opinion is the need of the hour to decide further line of action. Please send your opinion through comments/sms/email as to whether (i) Media's support may be taken or not and, (ii) Present working/efforts are in right direction or not.

Update of tireless efforts & support of the Media

Dear Comrades/Friends.....Good morning.

Please peruse the following voice of media (summary of representation/demands) published in Rajasthan Patrika, Dainik Bhaskar & Dainik Navjyoti:-
 
 Rajasthan Patrika dt. 10th January, 2014:-


               I alongwith Shri Abhay Singh, Gen Secretary again visited Delhi on 10th January, 2014 and succeeded to snatch time from busy schedule of competent authorities of the Board. During meeting we strongly reiterated our reasoned submissions for removal disparity in promotion during implementation of the Cadre Restructuring. The authorities patiently heard our submissions and assured us for consideration the demands judiciously & favorably. However, Association team has to again visit Delhi in next week. The progress of tireless efforts will be apprised in detail in the next GB meeting.
 
We have also noted that our voice against injustice and support of esteemed Media is also in knowledge of the competent authorities of the Board & constituted Committees.
 
The Association team is doing all out efforts by all possible means. The struggle is to be carried continued till justice therefore, all of you are again requested to maintain our unity and be ready for agitation, if the justice is denied by the Board.

Loacal problem solved

Dear Comrade.........Good evening.

There was a problem to Inspectors of Ajmer Division. Firstly, they were deputed individually for round the clock duty continuously on 15-15 days basis for close watch on clearances of one Cigarette manufacturer at Nagure. On being intervention by the Association, the administration deputed Inspectors for 8 hours duty only as per the roster.
 
Secondly, as reported by Divisional Representative Shri D.K. Sharma, the cigarette unit not working for 24 hours whereas Inspector alone have to perform round the clock and even in severe cold environment. The DR suggested to take up the matter with the administration to depute Inspector alongwith staff only in day hours therefore, on being asked he reached at Jaipur.
 
Yesterday, I alongwith Shri Abhay Singh - GS, Shri D.K. Sharma - DR and, Shri R.D. Singh, Inspector visited the Commissioner of Central Excsie, Jaipur-II and discussed the problem in detail. On the basis of reasoned arguments, the Commissioner agreed & assured us that now clearance of the assesse will be supervised by Inspector only as per warehousing norms. The assesse will asked to intimate their working/clearance hours well in advance and Inspector alongwith Hawaldar will be deputed accordingly with vehicle facility of  the assesse.Thus the problems of our dear members of the Association has solved.
 
The role of Comrade D.K. Dharma, DR is appreciable and other DRs are also requested to remain active to solve the genuine problem, if any, in common interest.

One more step in New Year - Constitution of Joint Action Committee for the justice

Dear Comrades,
 
Today we have taken one more step towards united efforts for removal acute stagnation & disparity from our Cadre. On our proposal, all office bearers of other Associations of Rajasthan has agreed to extend their cooperation through Joint Action Committee and its Convenor & Chairman Shri Sushil Pareek. Now all Superintendents, Administrative Officers, Inspectors, Ministerial Officers, Hawaldar-Sepoys & Drivers will attend joint General Body Meeting on 3rd January, 2014 at 1.30 pm in Lawn of Hqrs office, Jaipur to discuss the further line of action for the justice. Hope for the best.
