Information on AGT-2014

Updated on 31/5/2014: Further transfer & posting orders have been issued by all Commissionerates on 30-5-2014 and specific posting orders to be issued by the Divisional Offices shortly. The aforesaid issued orders and awaited orders will be examined by the Association team in light of provisions of the CVC's Circular and our Transfer Policy.
 
The aggrieved colleagues:- (i) whose genuine transfer request has not been considered (ii) who are not rotated from non-sensitive to sensitive OR, (iii) who are pre-mature rotated from sensitive posting without administrative reason  are requested to inform us by mail or call and provide a copy of representation immediately so that consolidated cases can be taken up with the jurisdictional competent authority.

Dear Comrades,

Thanx for the queries raised by some colleagues regarding allocation of Commissionerates during AGT-2014. The Association team has examined all cases of the allocation order vis-a-vis their HOP in this regard.

The cases detected by us as well as raised by some colleagues have been examined & discussed in light of the existing transfer policy in the Association’s Executive Body meeting on 26th May, 2014. Though we have not received any representation from aggrieved colleagues, but we found some cases deviation of transfer policy that is why our team raised the same before the administration. The factual position is as under for your kind information & further comments:-

1.    The Inspectors, who had completed prescribed tenure of 3/2 years in CE JPR-I have been rotated in Customs & CE JPR-II looking to vacancy position of the concerned Commissionerate, too looking into their earlier exposure in those Commissionerates.

2.    As per available vacancies in Customs, the Inspector having maximum tenure in CE Jaipur-I have been rotated in Customs. The policy for rotation is CE to Customs & vice-versa.

3.    As per available vacancies in CE JPR-II Inspectors have been rotated from Customs & CE JPR-I Commissionerates looking into their earlier exposure in CE JPR-II. In this regard the Inspectors having 0 to 22% tenure have again been allocated to CE Jaipur-II for equal exposure in the Commissionerates.

4.    As far as possible extension has been granted to those Inspectors, whose children are studying in Class X-XII. Similarly, transfer requests have also been considered for change in station.

5.    As per the policy, for Customs border posting preferences have been given I to Willing Inspectors and, II Inspectors having Zero Customs border exposure.

6.    The Inspectors having completed station tenure will be transferred by the respective Commissionerate.

7.    The transfer requests have been considered by the team of Commissioners & have been accepted on merits with approval of the Chief Commissioner. The Association team has also requested to administration to consider some more transfer requests on genuine grounds.

8.    Only two Inspectors have been retained in CE Jaipur-I in comparison of more of equal tenure, based upon recommendations of the prescribed committee with approval of the Chief Commissioner for administrative connivance.

9.    During extension of station tenure, Inspectors will be assigned only non-sensitive charges as per the policy.

10.  As per policy for ascertaining the station tenure in cases of promote colleagues, tenure of his/her earlier post will also be counted for change in station / Customs border posting.

11.  We have also replied to colleagues, who have raised queries through mail.

Will the Modi Government review Cadre Review?

WITH accent on more governance and less government, will the Modi Government review the cadre review in the Revenue departments? One fact is undisputable - all these posts were created with only one goal - promotion for the staff; revenue is of least importance.

CBEC Cadre Review - Chairperson again writes to field for dossiers


CBEC Chairperson in her note yesterday informs that about 5000 folders pertaining to the reports of Superintendents/appraisers for promotion to the grade of Assistant Commissioners have been compiled. But she informs that 256 dossiers are yet to be received. She has suggested that the Associations should take up the matter with Zonal Chief Commissioners to get those dossiers.

The Chairperson emphasises that existence of complete and correct dossiers is necessary before proposal for DPC can be sent to UPSC.

There are several vacancies even without cadre review - now the CBEC wants to club those vacancies along with cadre review. This means that those unfortunate officers who are retiring in the next few months will miss their promotion because the department wants mass promotion.
